XP shuts down instead of logging off

Posting on behalf of a friend, since I couldn't find anything.

Computer with XP Pro. The welcome screen is in use.

The computer shuts down and restarts whenever logoff or switch user is
selected.
Any idea would be appreciated.

Thanks for responding Malke, but that's not it.

I think I was unclear about the welcome screen. I mean she's using the
welcome screen to log on, but it's only when she logs off or tries to switch
users that the machine shuts down.

Thanks for the clarification, Dave. I found this KB article:

It indicates that the problem is caused by Norton Antivirus (hate, hate,
hate that program). The KB article refers to NAV 2003 but all of the
NAV's can cause problems. Does your user have some version of Norton?

That's actually the reverse of the problem: This article suggests that it
won't shut down at all.

And no, NAV is not installed; she uses Norman Virus Control.
Fast User Switching is already enabled, I will suggest she try disabling it
and seeing if it helps workaround at all.
But I know she likes to use it.
