XP Shutdown/Restart issue

Whenever I choose Restart, the comp shuts down and stays
shut down, I have to manually restart. Any ideas on why
this is happening? thanks for any help.

Thanks for your input, just like the MS Knowledge Base,

the link you provided gives answers when the problem is
the other way round, i.e. windows restarts when you try
to shut down. My problem is that windows shuts down when
I try to restart.
