XP service pack 2:How to access security center

Greetings:

Just installed XP service pack 2. I seem to not be able to access security
center. I've doubled clicked on icon. No luck opening. This is my home pc. No
networks. I am addmin. Once I click, nothing happens.

Try Start, All Programs, Accessories, System Tools, Security Center
