XP screen shows "Cannot display page" error

I can not see the page I am visiting but the error page. I saw some
message in this group about fixing this problem by deleting or change
some files.
Can anyone tell me if I can fix the problem by deleting the EExplorer
and reload another copy of EExplorer? Is this a simpler solution?
