I currently have a 4 year old computer Runninng Windows ME.
I want to purchase Microsoft XP PRO and install it on this computer.

If I buy the full version, can I later install it on a new Bare bones
computer that I build?

I want to build a new Bare bones computer.

Can I install this new copy of XP PRO on the new Computer that I build?
Do I have to Uninstall it from the upgraded ME computer before I install it
on the computer I build?

3. Legally, you can only install XP on one computer at a time. Microsoft
makes it a bit of a challenge to do otherwise, but not impossible.

Yes. But be sure it's really a Full retail version, not an OEM
version (which many people confuse with the Full version). An OEM
version's license ties it permanently to the first computer it's
installed on. It can never legally be moved to another computer,
sold, or given away.

Yes, according to the letter of the EULA, although you are
unlikely to get into any trouble if you don't literally do it
"before," but soon thereafter.

You are right to add memory; it is cheap.
Regarding the XP Pro on EBay:
Is it OEM or Retail?
OEM has limitations you should be aware of. You cannot move it to a whole
new machine within 120 days of doing an Activation without telling a very
elaborate lie to Microsoft. Also, no free support. But significantly
cheaper.
Is this XP Pro being sold by a vendor with an excellent history?
Email the vendor to make sure you will get a Product Key (the most important
part)

Increase the memory to at least 256MB. Don't by on Ebay.

But your common sense will thank you for it, so it all equals out
in the end.
 
Selective conscience is a good thing.
Pleasing the letter of the EULA is not the best use of one's resources.
