I may be able to get a full version of professional for the same cost as an
upgrade. If I installed the full version (retail box not oem) over my
existing version of xp home, would it perform a clean install or install over
my current system keeping all my settings. FI do not want to format my haard
drive.

Your choice. It will do it either way.

Then do the upgrade, not the clean installation.

But are you sure you want to do this? Are you aware that XP Home
and Professional are identical except that Professional includes
a few features (mostly related to security and networking)
missing from Home? Most home users don't need and would never use
these extra features and will see no benefits by upgrading.
 
I don.t think that performing a clean install over XP would be wise because
you might experience various problems latter. I suggest that you uninstall
XP home edition. Then install the Professional version after. It might not
be necessary to reformat your hard drive.

To add to the above. Before attempting to go by the advice that I have
given you, wait until you hear from further opinions relating to the above
issue. In particular, as to whether or not you might need to uninstall the
hard drive and start from scratch.

I assume that you mean "an *upgrade" over XP Home."

I completely disagree. It's the easiest and most likely
successful of all possible upgrades. Besides, it's always at
least worth trying. *If* problems develop (unlikely), you can
always change your mind and reinstall cleanly.
 
There is no need to uninstall XP Home.
XP Professional upgrades over Home quite nicely. The core technology is the
same, Pro just adds some additional features.

In any event, even if you just upgrade, I would recommend backing up your
important files just in the unlikely event something should go wrong.
