XP Professional - Internet and Windows Explore Fails to Load

Both IE and Windows Explore fail to load. Everytime they are run I receive
the "IE/Windows Explore has encountered a problem and needs to close" message.
I've tried a repair install of XP, but it does not rectify the issue. Any
suggestions on a resolution (without the need to totally re-install XP) ??

Firstly make sure you have the most recent service packs and patches
installed. If you do not, try to install them and see if that fixes them.

If that does not work, instead of a Repair Install, I would recommend you
boot from the Windows XP Installation CD, select Install Windows XP, and so
on. At a certain point (after you agree to the EULA) it will search for
previous installations of Windows, and will find yours. It will ask if you
want to repair it. Select YES.

It will take as long as installing from scratch, but don't panic... You
shouldn't lose anything (I did it this morning on a system that kept
rebooting in a loop).
