XP Professional Control Panel

I have Windows XP Professional Version 5.1 (Build
2600.xpclnt_qfe.010827-1803). I do not see Taskbar and Start Menu under
Control Panel in Classic view. When I hold the cursor over Appearance and
Themes in Category view, the screentip claims that I can customize them by
clicking on it, but when I do the option is not there.

Could it be for the same reason that when I right-click the taskbar and
click Properties, I get the Restrictions message "This operation has been
cancelled due to restrictions in effect on this computer. Please contact your
system administrator"?
 
Click Start, Run and type Regedit.exe
Navigate to these branches one by one:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

In the right pane, delete the value named "NoSetTaskbar" (if present)

Close Regedit.exe

Logoff and login back, and follow up with a thorough system scan (just in case)

I did not find Explorer in the second branch, and in the first, when I tried
to delete "NoSetTaskbar," a popup said, "Error Deleting Values: Unable to
delete all specified values." Is this because I am not the administrator?

Yes, it is. I realize I may have to contact my system administrator. I was
just looking for a back door.
