XP pro upgrade on new hdd

I am trying to install XP pro upgrade on a new hard drive; the old one crashed. The original oem OS was ME. Do I need to install ME first then XP? I thought I should be able to install XP "clean", then verify the qualifying OS for the upgrade. I get a NTLDR is missing message, but the articles on the MS site didn't seem to provide a solution I could use. I used the installation program provided by Western Digital to install the new drive prior to attempting to install XP pro.
 
Any xp upgrade requires a former windows os or the os cd to install.
If ME is on a microsoft cd,then you can install xp cd,boot to xp cd,then at info
page select install xp,new copy,delete the partition,create one,then let xp format
the hd and install.It'll prompt for the ME cd be temporarly inserted for verification.
If no microsoft cd exist,install ME then boot to xp cd,a former windows os will
be detected (no cd required).
 
I never get to the point where I'm asked for the previous (ME) cd; the NTLDR is missing message comes up when the XP disc is inserted. This is a new hard drive; no former os on it (original hard drive crashed)

Are you booting the computer from the Windows XP CDROM? Make sure
your computer's BIOS is configured so that the 3.5 diskette drive is
the first boot device, the CDROM drive is the second boot device and
the hard drive is the third boot device.

If you get the NTLDR is missing message when you attempt to boot from
the Windows XP CDROM disk then the disk is probably dirty or it may be
damaged. Try cleaning it with warm water and a soft, lint free, cloth
and see if that improves things.

It's quite possible to perform a clean installation using the
Upgrade CD, provided you have the true installation CD for the earlier
OS.

Simply boot from the WinXP Upgrade CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. The Upgrade CD checks to see if a qualifying OS
is installed, and, if it finds none, it asks you to insert the
installation media (CD) of that OS. Unfortunately, an OEM
"Recovery/Restore" CD will not work for this purpose; you must have a
true installation CD, complete with the "\Win98" folder and *.cab
files, or the "\i386" folder of WinNT/2K.

Alternatively, or especially if all you have is an OEM Recovery CD
for the earlier OS, you can even start the upgrade from within the
current Win98/Me/NT/2K installation, and still elect to perform a
clean installation, to include formatting the drive. In this case,
there's no further request for the qualifying OS's installation CD,
because the installation routing "remembers" that you started from
within the qualifying OS. This process is more time-consuming, but
you get the same results: a clean installation of WinXP.
