XP Pro network and file folder sharing

Hi-
We have several machines running XP Pro, with one acting as a file server.
On that, I'd like to have two folders for each person in the office - one
with office stuff, and one with personal. I'd like to open up permissions on
the office stuff, and restrict on the personal. The open permissions works
easily, but I can't figure out how to allow restricted permissions over the
network. I've enabled "classic" networking so I can set the permissions, but
I can't figure out how to set that "Joe" accessing his folder over the
network should be allowed to see his personal folder, while "bill" cannot.

I'm sure this is quite simple - can anyone point me in the right direction?

On the folder you want to share, open the sharing tab and then check
permissions. Remove 'everybody' and be sure you add "Joe" and give him full
rights. Be sure there are no other names in the list.

That makes sense. When I go to add network names though, the only location
that is available for me to add names from is the actual file server - not
any of the other computers attached to the network. So, I can add users that
have accounts on the file server, but not others. Those other users do not
have accounts set up on the file server.
