I'm mostly concerned with the video card.

A link to those requirements have been posted in this thread. Remember,
those are minimum requirements but you might not find a system meeting those
requirements runs XP in an acceptable manner for your needs, in fact, it
will likely run quite slow.

Also, make not of compatibility issues. Assuming the system meets such
requirements, you would do will to check compatibility of apps and hardware:

You should also check manufacturer's websites to see if there are XP
compatible drivers for all of your hardware and what updates might be
necessary for any software you might wish to install. Note, just because an
application runs well on whatever 9x system you might currently be using
does not mean the application will run or is suitable for XP. Firewalls,
antivirus, system tools, disk tools, CD burning applications all need to be
updated for XP.
