xp pro encrypted folder and Access

my access database file can be encrypted from the folder
level, but it reverts to unencrypted after being opened
and closed by Access.

Any Ideas?

Could this have to do with inherited permissions from the
root directory?

How do I fix?

As this is an Access issue you might be best off by asking
in an Access newsgroup.
