XP Pro doesn't shut down

My computer is a semi-rebuilt Compaq Presario 7360.

When I click the "Turn off computer" button on the start menu, first off,
the stand by button is disabled. It wasn't when i first installed it...
what's going on here?

secondly, whenever I click shut down, it reboots instead. I don't know
why, but on occasion, a BSOD-like screen pops up, and goes away after a
second. All i can read is something having to do with the BIOS... could
that be causing this?

Have you installed drivers for the videocard?

That'll maybe why standby is greyed out/disabled

Whats the BSOD say??

I said I can't catch what it says, it flashes by too fast. It lingers for
about 3 seconds. All i can read is "Contact your BIOS manufacturer" and it
vanishes.

I was told that it's caused by the fact that my BIOS may not be
XP-compliant... after all, this machine was originally intended to run 98,
but it was refurbished.

OK so did you install or manage to find a later
BIOS update? And updated videocard drivers?
