XP Pro does not shut down, hangs

I have an IBM Laptop with XP Pro Sp2 RC2 and when I try and shutdown or
restart it hangs at a blue screen with a message window that says "User
group policies finished". I have run SFC, Regclean and thee system is clean
(no Virus or Spyware). I run Panda AV and a 802.11g Linksys Nic. Any ideas?

That is probably a RC2 bug that has to be fixed.

You shouldn't run rest software on a computer unless
screwing it up isn't important.

RC2 is BETA. No such things as bugs in a BETA.
