XP PRO and VPN Connection will not Set up

For some reason XP Pro will not give the opportunity to set up a VPN
connection. When I try to create a new connection selecting VPN it takes me
to the next screen that is completely greyed out... What can I do to create
a VPN connection?

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
