XP Pro accounts

In a school enviroment, with netware serverlogin it´s
impossible to let all accounts have the administator
rights. We need to let people install and run programs by
themselves. What I would like to do should be a simple
task: To create an account that have almost the same
rights as the adm. but with only 2 restrictions 1. No
access to administration tools and 2. No access to regedit.
Any suggestions??

Have you tried making the users Power Users on the local machines.
They can then install most things without having access to anything
important on your network
