XP Policies apposed to NT4 / 2000

Is there anyone that can help??

Here's my problem, I have a stand alone Windows XP Professional
Laptop. I want to enable a Local User Policy i.e. USER1 to have
restricted rights, and leave all other users with full rights..... I
cannot find out a way on how to do this without havinga Domain
Controller dish out the GP?

Can you help?
 
As with W2k, XP local policy applies to all accounts equally.
It is more simple to exempt an account from this than to do
what you are after, to use policy to impact only one account.
You might be able to do what you are after with a non-MS
tool that adjusts the registry for you (in many cases where GP
would).
Take a look at the Security Console tool on Doug's website
www.dougknox.com in the XP Utilities as one example
