xp periodically open and closes port 445

some xp machine on the network periodically opens and closes port 445 to
other machines (process: system)
the interval is about 1 second to port open and close
why and what should be done about it?

I dunno, solve that and we have a cure for world hunger. I have two XP sp2
boxes at work that I cannot run a program from a shortcut that points to the
exe on a netware server. The only way I've got it to work is to place a
shortcut on the desktop that points to the folder that the exe resides on.
I also had to turn the firewall on, allow the exception, then turn the
firewall off. If I try to run it from the shortcut it will time out. I
look in the firewall log and there is an entry-BUT THE FIREWALL IS OFF!
Explain that phenomenon.
