XP PC is very very slow

I have an HP PC with XP on it, it was always slow and had problems, but
then one day it stopped booting, so I wiped out the hard drive and
reinstalled XP, and now it boots, but everything is exremely slow, as
in unusable slow. I'm wondering what it could be, and how to find out
what it is, assuming it's hardware related.

Remove the viruses and spyware.

I would think that erasing the hard drive and reinstalling windows
would do that.

I notice that even in Safe Mode, Task manager shows the CPU running at
pretty much 100% the constantly. I've swapped out the RAM as well and
still the same problem persists.

What process(es) is the 100% CPU usage associated with? Taskman will
tell you that too!

It seems that even with just task manager open, the green bar is maxed
out, so does that mean task manager is using 100% CPU?

No, it means that *something* is using 100% CPU. You will need to open
taskman and click on the processes tab and see what has a high figure
in the CPU column.

It was iexplore.exe, and when I stopped that process, the desktop
vanished.
