When I click on my desktop Icon for Internet Explorer,
Explorer opens to a half/small screen. What adjustment
do I need to make to have the page open a a regular size?

Not only does this not have anything to do with Outlook, it also has nothing
to do with Outlook Express, which is what your subject claims it concerns.
Ask in an Internet Explorer newsgroup.
