XP open mdb or exe file

When opening an Access database shortcut or shortcut to
program executable the "File Download" dialog box pops up
with the convoluted message "Some files can harm your
computer. If the information below looks suspicious, or
you do not fully trust the source,do not open or save this
file".

There is also the yellow warning triangle with exclamation
mark followed by the message "This type of file could harm
your computer if it contains malicious code". Then, "Would
you like to open the file or save it to your computer?"

"Always ask before opening this type of file" check box is
greyed out.

I have searched the following MS KB articles for insight
KB318761,KB303475,KB822232,KB311425,KB307859,KB190270.

Anyone got any clues? I do apprecita Microsoft is trying
to save us from ourselves but having to doubleclick the
icon and then clicking OPEN button again is becoming quite
tiresome.

I am having this exact same problem with a win2k3 server (SBS edition). It
appears to only happen when logged on at the server locally or remotely, not
when using the roaming profiles I have set up for users on client PCs. When
trying to open any desktop icon that is a link to a file on a network drive
(mapped or not), the file download dialogue box appears, with the option to
untick 'always ask for this kind of file' greyed out. It would not be a
problem except that one program (a visual foxpro one) requires a mapped drive
link and won't work properly due to this.

Not to mention it is bloody annoying.

This behaviour only appeared after I had been, ahem, experimenting with
Group Policy and trying to set default wallpaper. I temporarily enabled
active desktop on default GP and set a wallpaper but this only made client
PCs desktops into web pages. I returned all GP options to default but the
issue has not gone away.

When opening any other icon (eg IE, My Computer, any link to an .exe that is
stored on C:) it opens normally. Is there some GP security setting I'm
missing? The only other change which took place before this was installing
the most recent security updates (aug18). I can't help but suspect active
desktop has something to do with it, though the option to enable or disable
it is not in display properties, nor is it enabled on any system including
the server.

ISA 2000 is installed in integrated mode. Office 2003 with sp1.
