If I purchase a notebook with XP Tablet PC and Small Business Office suite can I have a copy of
the Small Business Office suite on my desktop without having a 2nd license? My desktop is XP
Home Edition.

Nope. OEM software (that which is sold with a system or other hardware) is
forever tied to the *first* system it's installed on (or, as in this case,
the system it was sold with) and cannot be installed on any other system
regardless of what happens to the first.
