xp not responding maybe a new virus threat

xp task manager will not load only stays in system tray,
unable to open or save anyfile if try file will not
respond and unable to to end process cause task manager
stays down. also no links are accessable during this time
and u cannot copy or paste its been hapenning recently
only when i connect to the internet. if this is a new
virus how do i stop this

Just for the heck of it, right-click on the taskbar and choose one of the
window arrangement choices (tile, cascade, etc.) and see if the task manager
window comes back into view.
