XP Not "Releasing Handles"

If I create a folder, and then copy a file (from any
progam)and then delete the file so that the folder is
empty, when I try to delete the folder I get the massage
that "It is being used by another person or program" which
it isn't because I just created it.

This is very frustrating.

I neglected to mention that yes, if I reboot, I can delete
the folder, however this is quite frustrating when I am
trying to clean up my files/folders.

Another test, I created a folder on my desktop and placed
a file in it. I deleted the folder with the file in it OK.

So then I placed a file in the original folder that I
couldn't delete, and it still won't let me delete it.
