XP not overwriting existing folders?

When copying a newer version of a folder over the old version, instead of
getting a Confirm Folder Replace dialog, XP is just copying the newer version
of the folder inside the older version of the folder. IE if I have a folder
structure that has a folder called Folder1 and it contains a folder called
Folder2, I expect to copy a newer version of Folder2 (from a floppy, USB
drive, over the network or even somewhere else on my computer) into Folder1
and to get a Confirm Folder Replace dialog. Instead of this happening, the
new version of Folder2 will become a new folder inside the existing Folder2,
even though I copied the new Folder2 into Folder1 and not inside the existing
Folder2.

Try copying using a command prompt to see what happens.
