XP non starter????

I have the following (useless) error message - 'corrupt or missing
file c:\windows\system32\config.sys ...etc' please insert recovery cd
to repair.

I cannot get into windows or dos in any shape or form. The set-up /
recovery CD will diagnose and format the c drive - but not repair it.

It is a HP omnibook xe3 with XP Pro, any ideas?

Help - I need data from this drive !!!!!
