XP Network Printer Policy Problem

Windows XP by default will not allow a user that is not in the administrator
or power user group to attach to a network printer. When you try, you get a
message that says "There is a policy in place that prevents you from
attaching to the printer" or words to that effect. Does anyone know how to
change this policy?

Have a look at the mmc amd look for printers under group policy snap-in
