XP" Load Needed DLLs for kernel"

Hello Guys, I have a Compaq notebook with XP system. Recently when
installing SP2, the system just stuck. So the install failed, but may
already changed some setting. When I restarted computer got this
message" Windows could not start because of an error in the software.
Please report this problem as: load needed DLLs for kernel. Please
contact your support person to report this problem"

Can't log in under Safe Mode or another Mode. And make the situation
worse is my CD-Rom not work , so I even couldn't use the XP cd to
repair it.

As my notebook is almost 5 years old, I don't want to spend money to
get a new CD-Rom, any other way you think I could fix the problem and
start Windows.

Any Advice please? Thanks a lot

Here's a suggestion:

Use System Restore to revert to a date before the failed attempt to
install SP2.

Could you please let me know details how to do that? I could only
access to BIOs , or into Dos. I can't go into Safe mode or even
other mode.

You will not be able to make any repairs without a working cd drive and
without an XP install cd. It's your call - take the machine to a
professional computer repair shop (not your local version of
BigStoreUSA) or 1) replace the cd drive; 2) do hardware diagnosis and 3)
if the hardware is good, do a Repair Install.

Sometimes there's an option to press F10 and restore or repair. If not,
Malke has probably stated your best options.
