XP installation from CD using winnt.sif

I seem unable to get the $OEM$ subfolders copied onto the
harddrive. I have found an article that explains the
problem, but relates to w2k rather than xp.

Was this problem fixed in XP and if not does anyone know
a workaround?

If using a Network install, the $OEM$ structure goes under the i386
directory.
If on a CD, it goes in the root of the CD.
