XP Home will not start windows after upgrade

My computer was running ME and I decided to upgrade to XP Home. Installation
proceded ok up to the point where all windows files had been loaded and the
computer automatically restarted to continue the installation. At this point
the following message appeared: Windows could not start because the following
file is missing or corrupt: Windows Root\system32\hal.dll. I have reinstalled
twice but the result is the same. Each time I performed a full format to
clear the hard drive of any errors. Help please!!
