XP Home User Profile Unlock Files & Folders

I have a client who when they created the user accounts on their XP Home PC
selected the not share files and folders with others on the PC.

They now want to disable this and allow all users to view other users files.

I have checked in users in control panel but there seems to be nothing about
it in there.

Is there a way to switch this off?

I assume that you are talking about the "make private" function and not
file/folder network sharing.
