Cannot get the computer to get past the first Windows screen to eventually
get to the Username screen which is the next screen and have done the
following;
1) F8 Safe mode, and halts at the same Windows screen
2) Last known configuration, did not work either

Not my computer just trying to help a friend, they do not have an XP Home
CD, so I am sure it's OEM.

Apparently the computer must be loaded with Malware, etc.

I'm looking for the best alternative methods other than informing them
they'll need to get XP Home and from there reformat the computer. The
misfortune is that they have loads of personal files and wish to avoid losing
them.

We've all heard that story before, lol!!

Any good tips, ideas welcome, help is deeply appreciated, I'm stymied on
this one.

Plug the disk into another computer with recent antivirus update and of course
with available free space to backup the data. Backup the data.
Do a full virus/malware scan on the disk.
Plug it again to its original computer, and see what will happen.
If it still not work, and you still can't login into the system even via
Safe Mode,
I'm afraid you need to reinstall Windows again.
If you can at least login to the system via Safe Mode then do a system
restore.
Restore the system into a state where the errors has not come up yet.
Note : This option needs that system restore is not disabled previously.
How come your friend doesn't have the CD ? If it's a built-up computer then
there
will be the CD included.
But if there's no CD at all, you know what you should do .... reinstall.
If then reinstalling becomes your only solution to fix the system, make sure
you
do a clean install. Format the disk and install Windows to make it sure its
free
from any stupid junkies. Of course, as I said earlier, do a good backup .
If the data safety is you major concern not the system to be runnable again,
then just do a good backup. Let the decision of purchasing windows delayed
untill
Christmas ....
