XP Home Performance

I have XP Home on an e-machines computer (maybe that's my
problem), with SP1 installed from the factory. The machine
seems to run ok at first, then over time starts crawling.
There is obviously a performance problem. I had heard that
there is a fix for this from Microsoft but that the only
way to get it was by actually calling Microsoft
(apparently it's not even downloadable).

Does anyone know about this, how to get this performance
fix?

Did you read the "entire" article?

"In special cases, charges that are ordinarily incurred for
support calls may be canceled if a Microsoft Support
Professional determines that a specific update will resolve
your problem."

If the fix applies in your situation, then there will be no charge.
The only way to obtain the fix, if it actually applies to your situation,
is to contact Microsoft support.
