Can anyone tell me if the repair function is available on the OEM version of
XP Home as it is on the Retail version?
 
Which OEM version?
If you mean the type often sold with a piece of hardware such as a
cable or hard drive, most likely yes.
If you mean the type that comes preinstalled on a computer such as
Compaq, Dell etc, it depends on the manufacturer.
 
I see. If I boot to the OEM CD how can I determine if it does have the repair
capability on it? I bought it from a seller on Ebay who did send me a junk
piece of hardware.

If it is the generic OEM installation CD, such as the ones sold by
Microsoft to smaller OEMs and assemblers, the answer is yes.

If it is a major brand OEM "system recovery" CD, such as is provided
by HP, Compaq, Toshiba, etc., then the answer is probably no.

Note: I understand that a Dell "System Recovery" CD is in fact a full
installation CD with some added material so a Repair Install should be
possible with that, but I have no hands-on experience with them.

Thanks, gotcha, but I went there and could not find a restore CD. Seems like
a restore CD will wipe all my apps./data and put me back to the HP or Compaq
new condition?
