I have my prior existing PC (hereafter XP#1) running with XP Pro. I just
built a new system and put Vista Ultimate on it. I assigned both to the same
workgroup. The XP#1 PC was able to connect to the Vista machine and access
the printer and shared files. However, the Vista PC couldn't access XP#1,
claiming it couldn't find it. However, both were able to ping each other
(address assigned by cable modem).

I was having issues and couldn't use my tv tuner card so I decided that I
was going to format and reload - but this time putting XP Pro on one
partition and then Vista on another. So now I've formatted and loaded XP
(hereafter XP#2). After setting everything all up I'm having the exact same
issue. XP#2 can still ping XP#1, but when trying to access the PC, Windows
claims it cannot find it.

Wiring Background: All items are wired. Both PCs connect to a generic
switch. The switch connects to my Internet phone box. The Internet phone box
connects to my cable modem.

Misc PC info: I have shut down Zone Alarm, Norton Antivirus, and Windows
Firewall on XP#1 with absolutely no change. Since XP#2 and Vista both got the
exact same results I don't suspect issues from either, software-wise. Oh, and
very important - Vista and XP#2 both connected to the Internet flawlessly
from the beginning, also performing uploads via ftp. So I don't suspect any
issues with my new PC's hardware.

So any ideas as to why XP#1 can connect to and access XP#2, but XP#2 cannot
access XP#1?

I would check the permission first. These posts may help,

I'm not sure it's going to be a permissions issue. If it would be, it'd be a
problem from the XP#1 PC. The issue has nothing to do with Vista because I
formatted the drive and loaded XP - so Vista vanished. But yet I had the
exact same problem with XP#2 as I did with Vista. So unless I played with
some setting back in the day and don't remember, it shouldn't be a
setting/permission issue with XP#1. Afterall, with my fresh install of XP on
XP#2, XP#1 was able to immediately access the shares. I don't know - I'm
really stumped. Thinking I may have to reload the old XP#1 and hope it works
out.

Firewalls turned off/disabled on XP1? Are you sure? Norton/McAfee a/v
with Internet Worm Protection? Do you have an nVidia NIC (hardware
firewall)?

Or see this and answer all of the questions as best you can:

That was about the first thing I thought of. I use Norton AV and Zone Alarm.
I shut down ZA and disabled Norton. Then I disabled Windows Firewall. I have
a standard onboard NIC.

I also went to the recommended site and thoroughly checked it all out. I
followed a handful of recommendations from the site, but nothing helped.

I'm truly at a loss - planning on reloading it this weekend...

Use net view command to troubleshoot.. To do that, type net view \\remotepcipaddress. Post back with the system error.

System Error 51 has occured.

Windows cannot find the network path. Verify that the network path is
correct and the destination computer is not busy or turned off. If Windows
still cannot find the network path, contact your network administrator.

Also, when I view my Network Map within Vista it shows the XP#1 computer,
but doesn't allow access. So I think somewhere on XP#1 there is a permission
denying outside access. I just don't know what/where it is...

Thanks for your continued insight!
