XP HOME local security settings issue

I am running XP Home and under administrative tools, there
is no "local security settings", i would rather not have
the traditional "power users" and "administrator" rights
for each of the names on the computer, i would like to
have more flexibility in controlling who can do what and
so forth, how would i go about doing this if i cannot find
the local security settings or the computer configuration
dialogue boxes anywhere on my system, thanks in advance
 
It doesn't exist in XP Home. If you want that capability, you'll have to
upgrade to Pro.
