xp home in a reboot cycle.

this is a new xp home install. (of all os I have ever worked with since DOS 1.1 THIS has been the most frustrating.)
I can't get to the error message (blue screen) because the system shuts down and reboots so fast.
I FINALLY got it to boot up and attempted to run direcxdiag tool and it crashes instantly..(dirx 9.0b.)
At first this occured when I installed a usb mouse and resulted in my having to reformat and reinstall XP!!! (with a ps2 mouse. )
somehow it seems related to directx.
I've downloaded all available updates from microsoft... I am ready to go back to ME or 98 se.. This is rediculous.

Unfortunately, you haven't given us enough information about your system
to get specific help. When you say "new xp home install", do you mean
you've formatted the hard drive or this is on new equipment? Post your
system specs.
