XP Home edition and FAT16

Hi

It seems that Windows XP Home edition cannot format disk or memory card
according FAT16.
Is there any way to get over it other than going back to win95 or win98?

Problem what I have is that Blaupunkt Toronto MP73 car stereo that can use
MMC cards to play music but card should be formated according FAT16.
Blaupunkt has stated that filesystem FAT in XP is not same as FAT16.

The pointer originally defined with the value "1" by Microsoft should point
at the beginning of the FAT. Adherence to this rule was recommended for
hard-encoded systems and is critical for proper operation. In XP, however,
Microsoft used the value "4". Since the value "1" is expected in according
with the FAT specification, this means that all cards formatted on an XP
machine do not work properly in the car stereo.

Its only avilable, I believe in win95
I dont know too much about MMC cards but arent they supplied pre formatted?
If so why do you need to format them?
