XP Home DHCP Client Problem

I've got an XP Home computer that will not obtain an IP from our
router or from the owners cable modem (two different connections
yield the same result).

1. Other computers on the LAN (Win2k, XP Pro, W98) have no problem
doing so.
2. XP is current with MS critical updates.
3. It has been cleared of viruses (zero), trojans (10), and
spyware (much).
4. I've minimized the MSCONFIG Startup assemblage to the necessities.
5. I added a new Linksys PCI NIC and disabled the onboard SiS NIC.
6. Same results in both SAFE and NORMAL modes.
7. I've stopped and restarted the DHCP client.
8. There is no firewall other than the NAT in the Netgear FVS318
router. ICF is not enabled.
9. The HOSTS.TXT file is good.
19. Nothing of interest in the event viewer.
11. Set up and tested a new XP user. Same results.
12. Returned to an earlier restore point.
13. Tried setting the NIC to fixed 100 MBPS.
14. Turned File Sharing off.

If I give it a fixed IP, out of the DHCP range, all is well. If I put
it back on DHCP I never get a valid IP. Instead, I get either 0.0.0.0
or a 169.254.xxx.xxx address.

Any ideas?

Turns out I am regularly getting Event Code 1007 (DHCP). My router
and the cable between the NIC and router are good. I get the same
results with either NIC. I can get a connection at any time by
setting a fixed IP and the gateway and DNS to the IP of the router,
but when I set it back to "Obtain an IP address Automatically", I get
no connection.

I am experiencing a very similar problem. XPP SP1 and I cannot get an address from anywhere, wireless or nic. I have two different DHCP servers/networks that work fine for 60 other machines and all give same results. I disabled both adapters individually while trying the other. I am seeing Event Code 1004 "A system call that should never fail has failed." I have 10 other laptops that work flawlessly in this configuration. This machine worked fine last week.

A search here revealed that a lot of others have similar sounding problems, but I see no resolutions? I know I am not helping, but I think there must be a common issue here. I will post anything that I find.

Have you applied any patches lately? If you give it a fixed IP do you
get a connection?

I force-fed XP1 back onto the machine I have with no improvement.

No, it would not work with a static address either. No updates were applied. I ran out of time and had to use a restore point from last week.
