XP Home and Office 2000 setup

I facing setup problems with office 2000 on XP Home, I had read up the
article on Micosoft and suggested that I change the permission for the
Installer folder. But when I select the properties page of even any folders,
I do not have the Security Tab where we normally sets the permissions. Can
someone directs me the How's and Where's of setting the permissions?
