My oldest son is starting to use the internet and the
computer more and more. I was wondering is there a way I
can resict what programs he use from his setttings. I
know that a network of XP Pro you can I am just wondering
if Home has that ablitly?
 
This functionality is not built into XP Home. However, you might want to look at www.dougknox.com, Win XP Utilities, Windows XP Security Console. With the licensed version, you can prevent the user from running specific applications.
