XP freezing at logout

A very annoying problem has been going on ever since we got our computer from
my cousin. Every know and then, when someone logs off their account, it
freezes on a picture of their desktop. Control alt delete doesn't seem to
work, so we have to shut it off by pressing the power button. Also, one time
I logged off my own account while someone elses had a radio on it and the
radio was still playing, so I don't think it completely freezes up. Does
anybody know what could be causing this or how to fix it? Thank you.

Suggestions:

Disable everything that reads 'Wake up' in the BIOS settings. Also, I have
seen this behavior if you have a CD/DVD in the drive during a shutdown.
