XP Folder Properties question

I have a directory where I store pictures. I would like to have the
pictures files in that directory display as thumbnails when being accessed
with Explore.

When I right click the directory, and select properties, there is no
Customize tab... where I could select the "picture" folder template. I
have other "picture" directories that work fine, and display the "Customize"
property tab.

Darned if I can figure out how to get the that directory to work like the
others.

Why does this directory have a "customize" property??
