XP Fax Send Errors

I can recieve Faxes whilst logged in. To send a Fax I
recieve repeated failure messages. As soon as I log off
(To welcome Screen) the fax connects and sends OK.

I have tried lowering the modem speed, disabled Norton
Internet Security, disconnected my ADSL modem. Line
filter is ok. Still having problems.

I am lost now!!

Log off to Welcome Screen?
What does that mean?

Many thanks for getting back to me. I have 4 family
users set up on my XP machine (My account has
administrator rights). With all users logged off and just
the "XP Welcome Log In" screen showing. All attempt to
send the Fax whilst logged in fail. As soon as I log off
the fax is sent ok. Any ideas?

Do these user accounts all have administrator privileges? Is the Fax Service
configured to run on localsystem in each of the accounts?
