XP display settings persistence

I prefer to have window contents remain visible when I move the window. I can
turn on this feature in Display Properties, but the next time the machine
boots it will be turned off again.
Any ideas why this setting does not stay set to my preference?

"Show windows contents while dragging" option is disabled after a restart:
