XP desktop will not come up

Can someone help?

When my xp starts up my desktop image loads and everything seems fine but
none of my desktop icons show up the only thing that comes up is the image
that I set as my wallpaper. If I bring up task manager I can do explorer.exe
and then all the program shortcut icons appear on my desktop but I can not
open any programs only some limited windows stuff like window explorer or my
internet explorer. I tried fixmbr did not help. I tried restoring to a past
date but that did not work. How can I fix this. Oh yeah I can't defrag or do
disk clean up either I don't even know if that is relevent. Any help on this
would be greatly appreciated
