xp desktop icons are locked

Some one messed with my PC and all my desktop icon are locked. I have tried
everything and nothing works.

Explain what you mean by "locked" and what is entailed in your "tried
everything", because if it is truly everything - what could anyone offer you
beyond that? ;-)

Try System Restore from Safe Mode.

Since they've tried "everything", they already tried that. And, since they
have tried "everything" there is nothing left to try. Time to trash the
computer and buy a new one.

Not so fast, Peter. Since the OP has "tried everything" this includes
reinstalling the operating system. Since by the OP's own admission "nothing
works", obviously this didn't work either. The logical conclusion is hardware
failure. It might just be time for that new computer. :)
