XP Date Issues

I am working on an computer running XP Version 5.1 with service pack 3. The
Regional date format is MM/DD/YYYY and when you enter a date into excel
(version 2000) the month and day are reversed (i.e. 06/08/2009 is shown as
08/06/2009). When you look at the cell the cell shows the incorrect date. At
the top of excel the actual data that is entered is correct. When I change
the Regional Date Format to M/D/YYYY everything works correctly. What's
going on???? Is there a software fix for this problem?

I think that is a setting in the "cell format". Right click on the cell and
check the date format.

Did that and no matter what format I used the date kept coming up wrong.
Even date math that I am using in another sheet in the same workbook came up
wrong.

Select Start, Control Panel, Regional and Language Options, Regional
Options. Is English (United Kingdom), English (United States) or one of
the other English alternatives selected? Which do you want?

The accepted date formats in the United Kingdom and the United States
differ. The UK is DD/MM/YYYY and the US is MM/DD/YYYY
