XP chkdsk always runs at startup

I scheduled chkdsk and then rebooted. Chkdsk completed and then the
machine rebooted but chkdsk started again. Now I can't get past it and
the recovery console is of no help. I also can't boot into safe mode
because it just fills the screen and then sits there with the disk
light flashing. How can I stop chkdsk from running?
