XP CD writing wizard message "insert a writable disc.."

I have never been able to use my CD burner as i always get a message in
the XP CD writing wizard saying "Please insert a writable disc in the
drive" when there is a blank CD-R in the drive already. I can play
audio CDs and DVDs as normal so it doesn't seem to be a hardware
problem in recognising CDs/DVDs. Can anyone help?
